On December 7, 2018, the Hubei Provincial Association for Building Energy Conservation held its 2018 annual meeting in Wuhan. The annual meeting consisted of the Second Session of the Second Members’ Congress, the Second Session of the Second Board of Directors, a technical exchange seminar, and a gala dinner. Leaders from the Survey & Design and Science & Technology Division of the Provincial Department of Housing and Urban-Rural Development, the Provincial Office of Construction Science & Technology and Building Energy Conservation, and industry management departments from several cities (prefectures) attended the meeting. More than 200 representatives from member units both within and outside the province also participated in the event.

The Second Session of the Second Members’ Congress was chaired by Secretary-General Peng Dezhu, and Director Shi Zhonglin from the Provincial Office of Construction Technology and Building Energy Conservation delivered an important speech. The meeting adopted the 2018 Work Report of the Hubei Province Building Energy Conservation Association (including Party-building work) presented by President Luo Kezuo; the report on the resignation and adjustment of supervisory board members and the chairperson of the supervisory board, submitted by Vice President Li Ruyou; and the report on the adjustment of certain director units and standing director units, presented by Vice President Xu Jinming. At the meeting, Vice President Hu Tao delivered a report on the withdrawal of certain members; Vice President Liu Bingqing announced the list of outstanding communication officers for the 2017-2018 period; and Secretary-General Peng Dezhu outlined the key priorities for the association’s work in 2019. The Members’ Congress was a complete success.

　　At the technical exchange meeting, Long Binghuang, former member of the Provincial CPPCC Standing Committee and professor at Wuhan University of Technology, presented an overview of the 2018 comprehensive inspection of building energy conservation and surveying & design supervision across the province, and provided an analysis and explanation of the key issues identified. Tong Mingde, Deputy Director of the Wuhan Municipal Office for Building Energy Conservation, delivered an insightful speech titled “Reflections on the High-Quality Development of Building Insulation Materials and Energy-Saving Doors and Windows in the New Era.” Chen Bin, Chief Engineer of Wuhan Teling Energy-Saving Doors and Windows Co., Ltd., explained the key points involved in drafting the Hubei Province local standard, “Technical Specifications for Energy-Saving Doors and Windows in Building Engineering.” Secretary-General Peng Dezhu provided an interpretation of the technical policies related to the evaluation and labeling of green buildings and green building materials—topics of great interest to all participants. The experts’ engaging presentations were warmly welcomed by the audience.
